The government is seeking views on draft licence conditions that would give effect to the government's implementation of the EU Energy Efficiency Directive requirements for domestic consumers to have easy access to 24 months of daily, weekly, monthly and annual historical consumption data, and to have export data (where it is recorded) made available in an easily understandable format. This consultation is set out in Part 3 of this document, with the draft licence conditions set out in Annex 2 to Part 3. These licence conditions also include drafting to give effect to the government's decision that non-domestic consumers with smart meters should have an equivalent right to minimum access to data as those with advanced meters.
